If I’m reading your post correctly, it seems like the SUP has enough float (even though he sits deep in the water), but just doesn’t cut it from a maneuverability standpoint. Do you have a picture of the SUP he’s currently using? Maybe an easy starting point would be taking a straight-on pic of that board and putting it in AkuShaper. Once you calculate the volume, try to keep that constant while changing the other dimensions. A little more curve in the outline (vs an SUP) will go a long way towards being able to turn, and by doing this in AkuShaper you can keep track of your volume more easily.I’d be hesitant to push the width out too far. I know he’s 6’2", but he still has to be able to get his arms around the thing to paddle.Apologies if this sounds a little too obvious/simplistic, but just thinking outloud.
Here is a PDF of the proposed board:
After much thought I felt that the 7’6 Fish should be 24" Wide That way he can paddle deeper. At 26" wide the spread is too wide for arm paddling.
4" will provide plenty of float.
80 liters is a lot of foam.
I would set the fins as a quad:
5" back fins 2" from the rail 1/8" toe
10" front fins 1 1/4" from the rail 1/4" toe

Hi Stan,
Take him down to Waikiki, if you live in Hawaii and put him on a 12ft softtop surftech rental he will be surprised how well they surf and paddle for big
guys. The deep vee running from the middle to rear makes it extremely
responsive. I can turn one just as quickly as anyone on a
shorter board and I weigh 240lbs. He will definitely find a standup
unresponsive in comparison as they do not have any vee in most cases. Those 12ft softops are very similar/identical to the 12ft Munoz and are probably the most affordable and unrecognised big guy board on the market. Funnily enough, I bought one here in NZ that was an ex Waikiki Beach rental, probably smuggled home as a souvenir. There is a certain amount of “being from the wrong sides of the tracks” riding a softtop, but for me, value for money. A new Munoz 12fter costs over NZ$2,000 and second hand NZ$1,3-1,500, people want more for them than they paid three years ago. 12 ft softtops seem to be extremely rare over here as well. It is strange promoting a mass produced Surftech on a board builders site, but I am only doing it to give shapers a big guy perspective and some baseline information to work from. 240 lbs to 12 ft is probably the same ratio as 160 lbs to 9ft. It feels great to get the same glide per paddle stroke that all the small/skinny guys get.

He wants to shape a 7’6" twin keel fish. I have no idea how thick or
wide I need to make this to float him. I was hoping you guys could help
me out here. He’s 6’2", 450lbs and amazingly agile for his size.
Plus the guy grew up on the North Shore Surfing and has surfing in his brain memory.
The board designed is base on the information provided.Remember how Agile Ben Aipa was and still is? His boards were pretty small.

Your perspective is well your perspective!
My perspective:
I bet you would have more fun on a 7’6" x 22" x 3" Fish than on a 12’0 Longboard Softtop unless surfing is not very important to you?
Why not loose 50 pounds yourself? At 190 you would not only feel better however your quality of life would be improved. Could you image yourself at 190? Do you even realize how much your surfing would improve? Buy the program P90X and follow it. Get ripped!

Designed on Primal's computer shaping program.
This board
is designed off a standard Primal high perfomance shortboard, but blown
up for the bigger surfer. (Most shortboards are around 35l).
This is an epoxy board, check out the construction on Primal’s website - finished by legendary shaper Glen Carkeek.
It is in immaculate condition - been surfed 3 times max.
The
reason I’m selling is I got 4 boards made for me in 2 months and this
on is surplus to requirement - I’m selling this one so we can get a new
SUP for my wife this summer.
Dimensions: 7’10" x 23" x 4 1/4"
If you’re interested in taking the blue flame off it will come off with meths.
Comes with legrope and fins.
I paid $1400 - it is a lot of surfboard - a great deal for the auction winner.
Pick up is in Kaiapoi CHCH (no earthquake damage on our street). Shipping is around $100 in NZ at your arrangement and risk.
This is possibly what your guy is looking for and is pretty similar to Surfdings design. I know the guy selling it and I don’t think he is more than 300 pounds.
Regards
MrT
