sounds like you want to build a surfboard, not a belly board( a short board that ride laying down on). the surfboard you want to make-mini simmons has belly(or roll or hull) in the bottom. am i right?
I think si.la bottom (botton) is like a concave convex.

To shape a convex bottom on a board, you can lay out Lines to represent your bands. It is similar to cutting rail bands on the deck only they will typically be more shallow. You might read this thread as an introduction to rail bands by Bill Barnfield. http://www.swaylocks.com/node/1018545 Once you understand that, you can apply a modified technique to the bottom.
I like to imagine an oval center/rear with semi-concentric oval sections in the forward portion. This is assuming you are after a forward belly.
Here is a sample diagram I just drew up with an example of where initial 'belly band' cuts might be made. These of course would be blended... either by using a planer to hit the intersection of each band, by using a flexible sanding block, or whatever tool you would typically to blend your cuts...

The diagram was just something I threw together on 'Paint' program using the ellipse tool simply to illustrate the concept, not as an actual working drawing. I should have typed "Lines Not to Scale" or something. It was tricky just getting the lines to stop and go where I wanted them without focusing on too many other details like exact placement.
The depth and location of each band would be up to the shaper but on the mini-simmons boards I've seen, the belly roughly followed that idea.
I.E. Deeper up front and fading to zero cuts at the rail line about 1/3 of the way forward. Joe Bauguess shaped one at a Sacred Craft show. I watched him use his own formula (in his head) to determine exactly where to draw the line. He turned the rails up, creating the belly, but they faded to zero at that line he had drawn, which was roughly a little bit ahead of the fin placement. He did not actually draw his belly band lines - he simply cut them with his planer. It would be easy to position and trace around a section of a template with a pencil if you wanted to draw lines on the blank before cutting your bevels. After cutting several bevels, each corner could be consecutively knocked down with the planer until you use a flexible sanding pad or something to get it perfectly smooth.

ok, I like that acuerdo.no belly reaches far back do it again in the third table I like to be flat.
Here in the Mediterranean Sea waves are not very strong if not otherwise.
