Blush marks left by water on gloss coat?

Been lurking here for a little bit, lots of good info. Thanks to all who share. Learned lots about Resin Research epoxy, which is what I use to make skimboards.

Anyways, I ran into a problem on a recent skimboard I made. It seems that tap water leaves a blush-like mark on my gloss coat. Never had this problem before, so I am confused to why its happening. 

I used Resin Research epoxy for lam, fill, and gloss coat. No add. F or accelerator. I used RR 2000 epoxy and 2100 Slow hardener. I attached some pics to show what I mean. The marks are only left by tap water. I tried polishing them out, wiping clean with DNA, even light sanding with 1000 grit sand paper with no luck.

Any insight as to why it could be happening would be awesome. Thanks in advance.
