That’s a spin template. Its a way of condensing a much longer template onto a relatively short piece of masonite (or whatever). Good for traveling shapers (old school) and easy to deal with in the shaping bay. Just spin 'em around. Very versatile.

One side is the nose section (top in photo), other side is the tail section (bottom in photo), each normally with a fair amount overlap at the center.
These are known as “flip flop” templates. By slipping them forward or backwards a bit, various widths at nose, tail and wide point can be accommodated within certain limitations of the original curves. They are, “french curves” of a sort, adapted specifically for us making surfboard outlines.
