As with all epoxy, measure/weigh carefully mix epoxy and hardener first then add pigment and THOROUGHLY mix even more. It will cure with pigment added if you don’t over amp to a point of massive amounts of pigment.
The problem with pigment in the hot coat over the entire surface is that it does not go on in a uniform thickness. This can leave thin spots. If you used tint instead of pigment in your hot coat, your color would look blotchy and uneven.

Yes you can do it. Tints are fine, but it takes skill. If you are tinting over a white lamination, it won’t come out uniform. But say your lamination is tinted, and you just want the color to look deeper and richer, then yes it works. The hot coat and lamination don’t have to be exact, but close and complimentary. Say you do a dark blue lamination, and a deep red hotcoat. It can get a real richness to the color.
As with everything, I say start small and go bigger. Test you color plan on some off cut foam and scraps of cloth. If it works, do it on the board.

but what is hot coat? aka fill coat...aka sanding coat....hmm...what if you sand through to the weave?
The answer to your question is Yes....but I bet the reason you asked the question goes a little deeper. I love color work on a surfboard...waves don't care
