I missed this when you wrote it, matt.
That is an adjustable Waveset fin system with the lock attachment and channel caps. It is not for a leash. It pre-dates the leash by about four years.
My Morey-Pope Sopwith Camel had the same rig. I have an ad that features the lock system. I will find it and post tomorrow.

Not sure which fin that is. They were doing about a dozen different outlines by then.
Still trying to find that ad. The only mags I have here at my Summer place are 1961-69. The ad might be in a 1970 issue, which would be in storage.
Also, I have posted the adjustable WAVE setup a few times in the past. Here it is, again. They devised an adjustable system that fit the existing waveset boxes. So that was backward compatible with any board containing a Waveset box. Pretty clever, IMO.
