Can anyone weigh in on where the best place to locate wings would be in relation to each set of fins in a quad setup?
just aft of each fin? some distance behind each fin? etc?

I put my wings at the trailing edge of the fins. The rail line ends where the trailing edge is, then bumps down behind the fin. My theory is that you want as much turbulence created at the trailing edge, where the flow around the fin recombines, to be released from under the board as soon as possible. The reduced area behind the fin helps.
Beside that, your fin “from the rail” measurement is not effected by the wing, if that’s how you measure your fins. Some people measure the distance between the fins instead of the distance from the rail.
I put them on front of and behind the front fins. Makes the board super loose, but isn't that why you are making a double wing quad?
I have a quad set up the way NJ describes and it works great
