on a 5’9" stub fish, were should the fins be. its going to be a > thruster? For a thruster go with the standard 11" off the tail for the rail fins and 3 1/2" off the tail for the trailer. Toe-in and cant-out as per your preference (kind of depends on the tail width). Set the rail fins 1" from the rail at the trailing edge.

From the tail go up 15 inches for the side fins and 8 inches for the center. canter them at 19deg. inward and combine that with a little V in the tail for turns.
