There are a couple ways. Bert’s illustrated step-by-step is one of them, I’ll let you find it.

Basically, you can put on the halo either before you glass on the fin, or after.

I did a wood fin, and put the halo on after. I took apart some glass cloth to parallel strands (just like deconstructing cloth to use as fin rope or a leash loop). I wetted a batch of strands and laid it over the leading edge, then brought the board out into the sunlight. UV cure resin, three minutes later I’m back in the garage wetting another batch of strands. Repeat several times, then shape down as necessary.

Let’s see if I can remember how to post a pic of the result, which was koa-birch-mahogany if I remember (customer supplied the wood).
