Should I gloss the fin as a separate step or do it right along with the bottom of the board? Don’t usually do gloss or glass ons. Don’t want to make any mistakes or extra work. Will be using Reichhold Poly Gloss resin. Will it sag or not level out on vertical surfaces?
Gloss the fin when you gloss the deck. Do it last, after you brush out the deck. Less chance of sag or separation, when done later in the process.

Here’s an old Jim Phillips trick: gloss it twice. Do the deck first, and do the fin while its hanging down like Bill says. Lightly sand fin before glossing bottom, and apply the second coat as part of bottom gloss.
Burning through is hard to avoid on fins, having two coats helps.
