help please - UV light for ding repair

Don’t mean to flog a dead horse, but…I’ve a reasonable grasp on the physics behind the dissipation of energy and change of energy with the seasons from a fixed lat, but appreciate the refresher. The question/point I was trying to arrive at is that the original statement about winter light seemed a bit ambiguous to me.
‘~Even winter sunlight can be sketchy’
-could mean: It is likely enough UV emitted from a winter sun at a fixed latitude to kick
the resin.
-could also mean: It is not likely there is enough energy to kick the resin from a winter sun
at a fixed latitude.

I guess I’m looking for more practical/anecdotal information. Anyone around lat 30.4694° N feel free to jump right in.
