for powertools, check around at pawn shops. don’t know how they are in australia, but in the states, every pawn shop is loaded with planers, power sanders, etc.
get a hand saw, a manual planer and plenty of sandpaper, that’s enough for starters. You’ll discover the wonder of shaping your board without any power tool

Simply using a cheap electical planer, a top plane, a handsaw, some 40 grit, 80 grit, 100 and 120 grit sandpaper, dragon skin and calipers are the basic items you need for shaping. You can make the calipers out of cardboard. Most of these items can be found at your local hardware store or some place like walmart… look at pawn shops for items like the electrical planers.
