You can’t even figure out who is the best surfer last year! What’s “BEST” anyways?
And it’s ancient history, with a very different focus in the early '60’s to the late 60’s when the shortboards were in full swing.
Most logboarders couldn’t make the transition to shorties, and soooo many innovations were taking place the whole criteria changes constantly.
Maybe if you worded it…"who were the 10 best or most influencial surfers of the '60’s, you could come up with some sort of usable answer.

Great Article - Edwards Understood Style and Judging:
Remember, there are two schools of thought - often it becomes apparent in the style.
In the first, the wave is an incidental means of expressing one’s ability to others; often a gym or track field would serve the same purpose.
In the second, or other school, a wave is simply a beautiful expression of nature and respected as reason enough to participate.
The “stylist” merges with the wave, while the former merely “uses” the wave.
What is good?
