You need to file them down , its a pain but they will sit flush. Option #2 is run a small bead of silicone along the base . The Greg Griffin guy makes fins that have no gaps ( they work unreal too

It is usually the area in the middle of the tabs that needs to be removed first . Molded fins file easy , pg not so much .
