Can anyone give me some ideas on what would be a good tail and nose rocker for a small wave board. It is 7’ long 21" wide and 2.7" thick.

There are a lot of ways to approach a 7.0"x21.0" board.
More specifics on the type of board you plan to build will determine what kind of rocker you put in it.
Generally speaking boards with wider noses have less nose and tail rocker because they are intended to trim more.
As you make the nose of a board narrower on a small wave board the size you have called out the rocker has to increase because you have to run the board up and down the wave face to make it perform. Rocker is one of the principle elements in board configuration that allows one to climb and drop on the wave face – How much of it you employ depends on the conditions and how you want to surf.
