Looks like the “Wheele”. I would venture to say the most popular of the trailer style used to bike into Trestles. I have one. If I could change anything it would have slightly taller wider light weight tires for the sand, more like those you can buy here
http://www.wheeleez.com/ and the frame made from aluminum. You could easily have made the frame and get the wheels. The hard part would be getting the pivot that attaches to the seat post. The surfboard trailer company the the wheel company are not related, the name is just very similar.
I'm converting an older (the original style I think) Burley trailer that was used for hauling kids by bicycle. I'll post some photos this WE but basically I removed the nylon fabric and side rails used to keep the kids in the trailer, which left me with just the flat frame, 20" bicycle wheels and drawbar. I made a longer drawbar (about 3.5' longer) with 1", steel EMT conduit which will allow carrying LBs. I'm finishing a shallow box that will sit on the trailer frame. A pair of "goal posts", one on each end of the box, with the horizontal members about 24" up from the bottom of the box will carry the boards,. Other gear, food, whatever, will be in the box underneath. It's gonna work like a charm.

The DIY bike rack described in the picture and link aboove actually works very good
I made one mysekf using these insturctions and using PVC gardeaning tubes as the tubes listed in the orginal link don’t exist in my country.
no glueing was needed and I used AC insulation to pad the whole thing
I’ve had it for two years now and only needed to replace the padding, works really good
just a couple of days ago I upgraded it by putting an old shirt around the padding to prevent staining of wax and board
