What MM diameter fan is that?
Computer fans come in all sorts of sizes and rpms and vary greatly in air moved for noise made and amperage consumed. Lumping them all together is like saying all surfboards ride the same.
Look into Noctua fans if one is looking for the best fans in terms of quiet and design. They have louder faster industrial versions that are IP67 rated against dust and moisture ingress and have a 6 year warranty.
I usually aim a 12v Vantec 80MM tornado fan at a voltage reduced speed at my wetsuit when i hang it in my van over a drip tray ( clean oil catch pan). I can stretch a leg cuff over the fan, but mostly do not bother.
