I think one criteria would have to be “contributions that have a profound effect on an organization, group, community or industry”
I think longevity would also have to be a major factor.
I can think of a few that fit that bill in the surfing industry.

All of these guys were either exceptional board builder/designers, riders, or both. Today, Swaylocks own Jim Phillips, is also in possession of those same qualities, and should be on any such list.
Once again Herb exercises us in philosophy.

Recognition of it.
As far as what “makes” a legend the answer is simple, we do.
We were supposed to anyway, that might be where we failed.

depends on what they are being considered a legend in?
board building for me would be someone who has been doing it for years. has a sturdy client base and when you say their name people know who your talking about.
for surfing for sure Kelly slater is a legend because of what he has accomplished. for surfing its what you accomplish or have records for.
i mean i could make a biographical movie about my growing up years and all the weird stuff that has happened(theres alot) but would i be a legend? nope, just a kid who happens to never have a dull day.

Being famous is being know for doing something. That something could be good or bad. There are many people that are famous for doing the wrong things in life. A legend is known for doing something innovative, unique, good etc. Could also be a person that is way ahead of his time.
