When to cut in a bump wing?

Gents, I’m about to make my first attempt at a bump wing swallow. I know where I want to locate the bump, question is when to do it. I’m assuming it’s after I band the rails then re-band the rail behind the bump with a surform (Microplane blade). Yes, no, maybe? Any other techniques out there?

Any bumps or wings I did were put there when I drew up and cut out the planshape.

I’d do it that way, then shape as you descibed.
