Would it make sense to put the 10 on top?

I’m sure others can weigh in with better info, but if it was me I would put the 7.5 on top. This would be the layer that you cut larger than the profile of the board allowing for your laps over the deck onto the bottom. The lighter glass will be “easier” to wrap around the rails and keep in place. This will also help keep wight slightly down, but you are already using a seriously heavy glass schedule, so you may not be concerned.
On the other hand, if you are more concerned with having beefy undingable rails, use the 10oz on the top to lap over the sides. Regradless, that is some very heavy glassing. Be sure to mix up plenty of resin. It will suck up quite a bit I’m sure. Good luck
