That looks like a twin fin from the late 70’s, maybe early 80’s. The winged swallow outline was directly influenced by the Mark Richards twins that were in vogue during that period. The fins appear to be the Star Fins system which I think were a screwless fin system, used on a lot of Gordon and Smith surfboards, which were the licensee for Mark Richards surfboard designs in the late 70’s.
The logo is from McTavish, later 70’s. The Oz guy’s would know more about this one.
