Some guy hit my board’s rail with his fin. Do I procede as with regular dings? Cut out, sand, glas two new patches on, first smaller than second, sand flush again?

Some guy hit my board’s rail with his fin. Do I procede as with regular dings? Cut out, sand, glas two new patches on, first smaller than second, sand flush again?
I would flush with fresh water, let dry a couple of days, sand the area, carefully remove any fiberglass that has buckled off the foam, tape off, lay down a layer of 4 oz., cure, sand and fare back the edges, surf it. Mike
Yesterday I fixed the rail ding. I just went out to sand it only to find out that one fin is damaged. well, not the fin, but the connection to the board. I can really wiggle it around. Damage on the rail-side.
I really have no idea how to fix this. Cut fin glass on the bottom, remove fin, sand, glass on anew?
