Glassing: Do both sides actually wrap around?

This is a quick & lame question about fiber glassing. I know that the glass cloth on the bottom of a shortboard wraps around the rail a little onto the deck (laps). But typically, does the glass cloth on the deck wrap around the rail onto the bottom? Is this true if you were doing a 6+4oz. glass on deck, and a 6oz. on bottom? Thanks.

The first layer on the deck is usually cut to the edge of the board and the top layer is lapped.

“The first layer on the deck is usually cut to the edge of the board”. Is this to say that the edge of the board is the side rail edge,(in between the rail), or the top deck edge? Thanks again!
