can I glass on fins over a sanded hot coat or do I need to use a fin system? Thank You

Yes you can. Be sure to sand the hot coat well before glassing on the fins so you get good adhesion. Mike
Grind it, grind it, grind it. Through the hot coat just back to the glass. That should do it. You need to use a very coarse grit paper to provide enough adhesion.
