I don’t know if I’m missing something but I would clean it up, sand the repair area, cut some patches of fiberglass to cover the repair area, laminate the patches with resin, sand, repeat if needed, then a couple coats of resin with sanding to feather & blend the edges of the repair, buff it out, and good to go.
