I was told that a properly shaped longboard should be balanced. Place the shaped board deck up centered over a “sawhorse” or a 2x4 on edge like a long see-saw. If properly shaped it should balance with center to tail being of same weight as center to nose. Any truth to this or is this just someone trying to sound omniscient? Should the front or rear half weigh more or less than the other (with fin or without?)? Any thoughts or advice?

no such standard exists. Like said up top, depends on what type of LB it is, and how you ride it.
