Its like the .002 cents for me is used the other way.
Since no one has answered…I think the expression in question refers to going over the bar, as in the high jump. The higher the bar, the more difficult it is to go over. In education “lowering the bar” refers to lowering the requirements for success. Instead “raising the bar” means to set a higher standard.
Does that make sense?
