Ted, Yes, rear of fins is correct. One thing to consider is the fact that if you plan on using fins with a longer base, you may want to move the side fins rearward a little. The closer the fins are to the rail give you more drive. As tails get over about 15 1\2 inches, you may want to move the fins off the rail a little. aloha, tom

how do you go about measuring the leading edge? so that both side are the same.

Measure from the stringer out toward the rails, Roughly 1\4 inch per side less than the measurement you took for the trailing edge.

If you have a T-Square, you can line up the long end with stringer and measure out from there. Just to make sure, you can measure a straight line from the end of the stringer up to the mark for the fins - it should be equal on each side. The tool referred to as a “layout square” makes fin layout pretty quick and easy.
