The effect of side-cuts

Hello all,

i came across this picture of Richard Kenvin with a Mirandon porpoise board. It has pretty big side-cuts near the tail. Can anyone explain what the effects of these are on the boards performance?

I heard once that they get more air under the tail making it more loose. Is that the case?
