What country you in? I’ve never seen a Tuttle box like that. The original Tuttle boxes (made by water rat) are a through hole tunnel.
After you trim the excess box flush at the deck, you add about 6-10 layers of cloth to enable cranking down on the stainless still screws tight! Very easy install. A deep Tuttle is $79. The Chinook Tuttle is unfortunately not deep. Gong in France uses the Chinook Tuttle.
I’m in the US. That box was sent with the foil. Made in China.
This box had two tunnels for the screws to pass through that extend toward the deck. Once the box was cut to the right size, the top of the screw holes were in contact with the deck and the fiberglass I put in the hole. I’m working on getting some pictures posted.
These pictures are in order of install. (I don’t have a picture of every step, but some steps are self explanatory)

Measure and cut hole for box. I left the deck lamination in place for cleaner deck.
Cut box to depth
Multiple layers of fiberglass inside hole and on walls of hole. (I used black pigment to match color of box)
Let resin “gel”
Resin and micro ballons (peanut butter consistency) to install box (tinted black to match box color)
Let cure, then sand
Multiple layers of cloth extending out past box, hot coat, sand, route out hole for box, drill holes for screws
