You can do it, but it would be more work than you’d expect, and still stress fracture on high loads or strong impacts.
Best method is to tongue and groove it, building a base with 30 layers of 6oz glass and resin, milling out a tongue to fit inside the base of the fin you want to use, which you’d have to groove out with a router or mill machine…hard to line up, hard to be precise.
You build the base part slightly narrower than the fin box width, and when the two parts are joined, you glass over the outside with 4 total layers of glass, and for extra insurance, drill 3, 3" deep holes to be setscrewed with stainless screws into the fin you want to use.
They hold up “OK”, that’s all, and you don’t want to grind it into the sand, run over anyone, fall on it, or ride bigger waves.
